Everything runs on your own machine. That matters for this tool in particular, since the documents people merge are usually contracts, statements and scanned identity papers.
About the pdf merge
Merging PDFs is the request most likely to send a private document to a stranger's server. The files people combine are contracts, bank statements, medical letters and scanned passports, and the usual free service asks you to upload all of them, holds them for a while, and tells you about it in a privacy policy nobody reads.
This does the whole job on your own machine. The files are read from your device, joined there, and the result is saved straight back. Nothing is transmitted, so there is no queue, no retention period and no copy left behind.
Pages are copied rather than re-rendered, which means text stays selectable, links keep working and nothing is turned into a picture. Quality is identical to the originals because the page content is the original.

Questions
Are my PDFs uploaded?
No. Everything happens in your browser and no file is sent anywhere. This is the main reason to use it rather than a service that asks you to upload, given what people usually merge.
Is there a file size or count limit?
Only what your device can hold in memory. A few hundred pages is comfortable. Very large scanned documents, the kind that run to hundreds of megabytes, may be slow because the whole file has to be held while it is copied.
Does merging reduce quality?
No. Pages are copied as they are, not re-rendered or re-compressed, so the result is byte for byte the same page content. Text stays selectable and searchable.
What gets lost when I merge?
Anything that belonged to a whole document rather than to a page: form fields, bookmarks and outlines, and per-file metadata. Those have no meaning once several documents become one. Page content, links and annotations attached to pages carry over.
Can I merge a password protected PDF?
Not reliably. A document that needs a password to open is encrypted, and its pages cannot be read without it. Remove the protection in the program that made the file first. The tool warns you when it sees an encrypted file.
Can I reorder pages, not just files?
Not here. Use PDF Split to pull out the pages you want in the order you want, then merge the results.
