Keyword density stopped being something to optimise for many years ago. What it is still genuinely useful for is diagnosis: seeing at a glance whether a page reads as being about what you intended, and catching the phrase you unknowingly used eleven times.
Two and three word phrases are usually more revealing than single words, because they show the actual topic rather than the connecting words around it.

There is no target. Google has not used density as a ranking factor for a very long time. Use this to catch repetition that reads badly to a person, which is the real problem.
